The City of Thousand Oaks is planning to distribute more than $600,000 in federal funding to local nonprofits in an effort to benefit hundreds of lower income residents.
Each year, the U.S. Department of Housing and Urban Development provides the city with grant funding for public service and community development. Though the amount will not be finalized until later in May, the city expects to receive roughly $608,000, and 70% of the money must primarily benefit lower-income residents. The city also has $15,000 in unused funds from the previous year.
The City Council approved the grant plan April 29.
To plan how the funds will be allocated, city staff formed a grant review committee. The city received 15 proposals, and the committee selected seven of them.
For the community development projects, staff prioritized projects that rehabilitate existing affordable housing units that prevent low and very low-income households from becoming homeless.
Many Mansions is expected to receive $175,000 to replace the roofs at the 100-unit Shadow Hills project, which provides low and very low-income households with apartments. Built in 1972 and acquired by the nonprofit affordable housing provider in 1992, the complex last underwent an extensive revitalization in 2016, with remodeling of all residential units to add new energy-efficient lighting and heating, ventilation and air conditioning systems as well as new flooring and windows.
Habitat for Humanity of Ventura County would receive $157,500 to rehabilitate 10 mobile homes for low-income occupants, while the Senior Alliance for Empowerment would receive $107,500 to rehabilitate nine mobile homes for low-income occupants.
Under the public and social services category, staff focused on the most essential resources to people who are homeless or at risk of becoming homeless as well as Senior Concerns’ Meals on Wheels program, Saint Paschal Baylon Parish’s financial assistance program and Turning Point Foundation’s emergency shelter and navigation center in Ventura are likely to receive $25,000 each. The funds will benefit more than 250 people total.
Many Mansions would receive $15,000 to provide community services to its residents, and that money would benefit 500 clients.
